High Command is the shadowy triumvirate at the head of F.O.W.L.. The three of them exclusively communicate with their agents, even high-ranking ones, through videochats and act strictly unanimously in front of the troops. They lead F.O.W.L. with a large reservoir of patience for failure, but death awaits those who drain it.
The High Command is always seen entirely in the shadows. One wears what looks to be a military hat, the other two are hatless. The smallest member, who appears to be a duck, and the other, who might be the same species as the one with the hat, are the only ones that speaks.

They broadcast from their office, although where said office is and if there's only one is unknown. All members of F.O.W.L are shown to fear them, as they appear to be prone to violently dispose of those who upset them, including Steelbeak's predecessor, who was put through six trash compactors.

"Dirty Money" High Command punishes Major Synapse for his part in the death of part of their forces when he marched them into an active volcano. He is not killed, but made the head of F.O.W.L.'s Psychic Division as his last chance to prove his use. They are serious about the chance given, but the odds are stacked against Synapse. He manages to accomplish his task only by stealing SHUSH's norma ray, but does well enough to not only imbue his underlings with psychic powers, but also capture Darkwing Duck. High Command commends him for the results and orders him to do away with the do-gooder. Major Synapse turns the tables by making several demands before he'll see Darkwing killed. This gives Launchpad and Gosalyn the time to free Darkwing and Synapse is forced to shield the ensuing ruckus from High Command's sight until that same ruckus destroys the terminal. - The small commander has a female voice in High Command's first appearance and a male one in a later appearance. According to Tad Stones, he originally envisioned the small one as female.[1]
- In the DuckTales reboot, F.O.W.L. High Command is the secret identity of the McDuck Enterprises Board of Directors Bentley, Bradford and Buford Buzzard. Bradford is voiced by Marc Evan Jackson.
